How long are the Velcro straps

How long are the Velcro straps would they be sufficient to go round the main tube of a Tern Bi-Fold bike which is 21cm in circumference ?
The straps will not fit around the Tern tubing, they are designed to fit fully around the Brompton tubing. SK 17/12/24
