Very much depends on which exact Deore rear derailleur you are referring to. In most cases yes however without knowing which exact rear derailleur you have we cannot confirm.

I assume i can use this to replace my Sunrace CSM 96 11-28 cassette? I cant find that one online anywhere.

As long as the original is 9 speed then yes this would suitable.

Is The Cassette Compatible With Campagnolo Veloce Gears

Unfortunately not, this cassette would have been designed for use with Shimano gears. The only way you could get it to work is with a Shiftmate 1 fitted as well.
