Is the I.D. between the cage plate the same on the FD-RX810

11sp and the FD-RX400 10sp deraillers? Would they both work with a 10sp ST-6700 LH sfiter. FD-RX400 10sp is only specced to 30-46T max, whereas FDRX810 11sp is specced to 31-46/48T max. Wold like the option to experiment with the gearing, but do not want to go full 11sp.

This would not work as the pull ratos are different, so you would have to use a 11 speed shifter.
Which clamp woul you recommned to fit this to a 28.6mm tube?

Does this work with Ultegra 6800 levers?

I know I would also need the GRX chainset. In fact that is the whole point for me - to get the lower ratios from the smaller chainrings. Are there any other elements in the 6800 groupset I would need to change to make this work, apart from the chainset and front mech? Thanks.

Can i use this with Shimano 105 levers and with cable discs?

Yes, but these have a +2.5mm chainline, so you will need GRX chainset too.
