This specific headset expander plug is suitable for mounting the Plug lll. Through the prepared cable channel you can simply thread the cable through the fork shaft to the dynamo. Suitable for all forks with an inner diameter of 24 - 25 mm.

Easy cable routing through the integrated cable channel
Fits 25.0 - 26.0 mm head tubes

Can this be used on a Carbon Steerer/Fork??

Yes, you only use expansion nuts on carbon steerer tubes.

I'm guessing it's a replacement for the star fangled nut?

Yes, this is suitable for Plug II or III.
