Will this for take a 700c x 45 tyre?

This will not safely take a tyre that large. SK 18/01/24

Would these be compatible with 57mm road drop calipers?

Axle to crown measurement - which portion of the crown?

The axle to crown is measured from the center of the axle to the bottom of the crown race.

Are the holes above the dropouts suitable for rack mounting?

The holes are not suitable for mounting anything to, they are breather holes from manufacture.

Does This Fork Have Cantilever Bosses On It?

Unfortunately not, these forks can only take road style calliper brakes that fit with a single bolt to the crown of the forks.
