Is this bar strong enough/sufficiently rated for use with an e-bike? Thanks!

I have an 18kg ebike (25 km/h) and I'd like narrower bars, so trying to work out if these are sufficiently robust.

What diameter is the outer end of this bar?

I need to work out what other products might be compatible as I shift one of my bikes from drops to flat, so brake levers, bar ends and grips are dependent on the diameter of the bar away from the clamp.
