I hope to use this on a straight 1-1/8" steerer

to fit inside a tapered headtube ( 1-1/8 to 1-1/4 ). The 30mm ID certainly fits, so I am assuming 47mm OD would seat the 45 x 45 bearings. The ID of the integrated headtube is measuring 46.7mm ( a Giant Defy - 1-1/8 to 1-1/4 )

This part fits onto the 1 1/8 inch fork, if you head tube is tapered you need a crown race to suit the 1 1/4 inch lower bearing surely? RT 22/04/2020

Is this for an integrated head set and is the 47mm id or od?

The 47mm should be the OD of the bearing, the ID of this crown race is 1.1/8th
