Is this price per nut or per pair, and what is the spanner size required?

In the case of the spanner size, is it nearer to 14mm or 15mm?

I need track nuts for a Maillard front hub with 5/16th 26TPI axle.

Will these fit? And if not, do you sell ones that do?
