Does the spring tension reduce over time?

I have an existing CT-S500 on my Birdy, which has been installed approximately 10 years. I've noticed that the top jockey wheel touches the sprocket on my Nexus 8. Could reduced spring tension over time cause this?
Replacement P-tension springs (part number Y-50D 16000) don't appear to be available in the UK , so I was just going to buy a new CT-S500 and see if the problem is resolved. I couldn't see any tension adjustment options in the Shimano docs.

SJS Customer Service:
Tension springs will wear with regular use, and over 10 years its most likely been stretched out over time. The springs are replaceable but hard to come by.
