SON Delux 3D Headlight Bracket

I'd like a clamp like this IF the clamp separates to fit over the front closed loop on a pair of Cinelli 'Double Trouble' Loop Bars, (because it's not possible to slide into position on these design bars)

Will the clamp band adjust to fit 22.2mm bar without excess making it untidy? Would be willing to cut excess off if so.
