Altura Twist Clips + Altura Twist Hook Rail & Fittings

I have an old, but very serviceable, set of pannier bags that I wish to upgrade to the Twist Hook Clip fittings as the bags keep bouncing off the pannier rack rails.
Can you tell me if I will require the twist hook rail & fittings on the inside of the bag to support the twist hook clips on the outside?
It's just that when examining the photos the fixing holes do not appear to line up. Thank You Stephen Wain

Hi,
If you know exactly where you'd want to bolt the hooks to your panniers then in theory you would not need the rail, but if you'd like to be able to adjust the hooks then you will need to purchase the rail separately as well. The hooks only use a single bolt for fixing to the rail which lines up with the series of holes at the top.
