Pannier Elastics to Secure Bottom of Pannier to Rack - Per Pair

Whether these are of any use will depend on the design of your bag & your rack. The hooks are perhaps a little on the large size so you need to ensure there is sufficient clearance from your wheel / chain.
They are simply a loop of elastic, a double ended metal hook, hooked onto the elastic inside a plastic ferrule.
It took me several attempts before I could find a way for these to work and it is still quite fiddly to hook on & off.
