Maximum mudguard stay wire diameter

What is the maximum diameter of stay that these Stay Eyelets will accommodate?

Approx 3.5mm is the max stay diameter that will fit,

Would these bolts take a 3.5mm stay?

Will these bolts accommodate a 3.5mm diameter wire mudguard stay? Also, are both nut and bolt made from metal?
