Would this fit a Scott aspect 970 mountain bike

I keep getting punctures in my back tyre as the rim tape keeps moving would this product solve the issue please.

Perhaps, I can't determine the internal width of your rim on your Scott aspect 970 so I can't say it's the correct width. rt

will this fit a road bike 700c?

Yes this should fit a 700c wheel. 700c road wheels and 29" mountain bike tyres both use rims with the same tyre seat diameter.
