How is the 60 mm measured - top or bottom length - and what is the standard angle of rise

I have a 2017 Surly LHT. The specs say the stem was a Kalloy AS-009, 26 mm. Is this the correct item.
I measured the short (top) of the headtube bracket to the handlebar bracket and that is 60 mm. So I assume that this is the correct item. But I am not sure how to measure the angle of rise correctly.

The angle of rise is approx 35MM. When measuring you need to measure from the steerer tube center, to bar clamp center.

I've got a size 90 fitted on my 590L Nomad and want to bring my bars a bit nearer to me. Would the size 60 option bring my bars 30mm closer?

The 60mm option will reduce the length of the stem by 30mm, remember the high angle of the stem means this is 30mm towards the stem clamp, not directly toward the rider.

How Tall Is The Clamp Area?

I am using a 1" steerer so need to buy a shim, how long is the clamping area on the steerer end? (how much space does it take up on the steerer)
