Can I use this shim with a handlebar with diameter 25.4mm

HI - this shim ( https://www.sjscycles.co.uk/stems/gusset-handlebar-shim-260-318-for-standard-road-size-to-318mm-oversize/ ) I have a 31.8mm stem and want to fit a handlebar with 25.4mm diameter. Will this work?
