Can I use this to attach a Six Pack mk13 light (31.8mm handlebar bracket) to my Brompton (25.4mm diameter handlebars)?

Ideally suited to stem clamps, it will also work to shim the bars for your purpose. SK 20/09/23

If your bars have a 25.4 outer clamp diameter, and you want to use a stem with a 31.8 clamp then this would suit.

Hi, please, does this item make sense? Is it absolutely safe, to use it in combination with a 25,4 Handlebar on a touring bike? Won´t the handlebar move? thanks!

Yes you can use this with a 25.4mm handlebar in a 31.8mm stem.
If torqued correctly no there will not be movement.
