Can I use this to adapt a stem Hope

I recently bought the stem Hope gravity 0degrees 35 x 35 clamp but I have a redshift handlebar 31.8 clamp
Can I use these shims to adapt and install the stem?
I really need to reduce the length of the stem. I could not fing any shorter than 50.
This will adapt a 31.8mm handle bar up to 35mm. SK 25/04/25
