Can I use the FR-7 for a Tiger freewheel with 12 splines?

The diameter between the Tiger freewheel spline roots (or recess) opposite one another is 19.02mm measured by Digital Vernier. So, this has to be the maximum external diameter of the tool splines opposite each other. The spline roots in the Freewheel are equally spaced and thus arranged to be exactly opposite each other. Thank you for your help.
Tiger Falcon uses the same 12 splined system at the Shimano Freewheel removers, you can also use the FR 1.3 SK 14/07/23
