Will the HCW5 work on a bottom bracket cup lock ring with 4 notches? Notches are 30.45mm apart (center-to-center)?

yes it will, the tooth to tooth distance is 35mm.

Bottom Bracket Lockring

I am looking to buy a bottom bracket lockring spanner (3 notch) but am unsure of the size. Are they just a standard size so long as it is a 3 notch spanner it will fit my bike ?

There are common sizes but there are more than one, so we can only suggest measuring the distance between the notches so we can check!
