Replacement axle for cartridge bearing wheels?

Many budget wheels now come with cartridge bearings rather than the traditional cup and cone. As I can't see replacement axles available anywhere for these is it fair to say that a wheel becomes throw away if you damage an axle? This would especially apply for a rear freewheel hub where axle bend or break is common.

This hub uses a cup and cone bearing system so it is possible to replace the axles with a generic aftermarket option.
